STATES "MEANS SUCH AS LEVEL GAUGES, HAND DIPPING, AND STRIPPING SYSTEM PERFORMANCE GAUGES AS REFERRED TO IN PARAGRAPH 4.4.8 SHALL BE PROVIDED FOR CHECKING THAT THE BOTTOMS OF CARGO TANKS ARE DRY AFTER THE
CRUDE OIL WASHING. SUITABLE ARRANGEMENTS FOR HAND DIPPING MUST BE PROVIDED AT THE AFTER-MOST PORTION OF A CARGO TANK AND IN THREE OTHER SUITABLE LOCATIONS UNLESS OTHER
APPROVED MEANS ARE FITTED FOR EFFICIENTLY ASCERTAINING THAT THE BOTTOM OF EVERY CARGO TANK IS DRY."
THE IMO REQUIREMENT ON TANKER SAFETY AND POLLUTION PREVENTION, ANNEX I - REGULATION 13B(3) STATES "AN INERT GAS SYSTEM SHALL BE PROVIDED IN EVERY CARGO TANK AND SLOP TANK IN ACCORDANCE WITH THE APPROPRIATE REGULATIONS OF CHAPTER II-2 OF THE INTERNATIONAL CONVENTION
FOR THE SAFETY OF LIFE AT SEA (SOLAS), 1974, AS MODIFIED AND ADDED TO BY THE PROTOCOL OF 1978 RELATING TO THE INTERNATIONAL CONVENTION FOR THE SAFETY OF LIFE AT SEA, 1974, AND AS MAY BE FURTHER AMENDED."
(AND) 1983-AMENDMENT TO THE INTERNATIONAL CONVENTION FOR THE SOLAS, 1974, REGULATION 62 (INERT GAS SYSTEMS) PARAGRAPH 17 STATES "PORTABLE INSTRUMENTS FOR MEASURING OXYGEN AND FLAMMABLE VAPOUR CONCENTRATION SHALL BE PROVIDED. IN ADDITION, SUITABLE ARRANGEMENT SHALL BE MADE ON EACH CARGO TANK SUCH THAT THE CONDITION OF THE TANK ATMOSPHERE CAN BE DETERMINED USING THESE PORTABLE INSTRUMENTS."
(AND) 1978 RESOLUTION A.446(XI), 6.6 (USE AND CONTROL OF INERT GAS) STATES "BEFORE EACH TANK IS CRUDE OIL WASHED, THE OXYGEN LEVEL SHALL BE DETERMINED AT A POINT 1 METRE FROM THE DECK AND AT THE MIDDLE REGION OF THE ULLAGE SPACE AND NEITHER OF THESE DETERMINATIONS
SHALL EXCEED 8 PER CENT BY VOLUME.
DURING CRUDE OIL WASHING:
(a) THE OXYGEN LEVEL OF THE INERT GAS BEING DELIVERED EXCEEDS 8 PER CENT BY VOLUME; OR
(b) THE PRESSURE OF THE ATMOSPHERE AT THE TANKS IS NO LONGER POSITIVE;
THEN THE WASHING MUST BE STOPPED UNTIL SATISFACTORY CONDITIONS ARE RESTORED."
IN CASE, PORTABLE OXYGEN AND FLAMABLE GAS (HYDROCARBON GAS) DETECTOR SHALL BE PROVIDED AS A PART OF INERT GAS SYSTEM ON BOARD. IN THIS CASE, THE GAS SEAL (SAMPLING) ATTACHMENT SHALL
